The death rate is highest due to lack of oxygen at the scene of the fire. 'Oxygen Supply' means that in a fire scene where firefighters can not access, It helps to reduce the mortality rate by supplying Oxygen breathing apparatus to the people. This will save many more survivors and firemen in the event of a fire.
