Hakoto City is located about 25 kilometers south-south east of Kitakyushu City, with a population of about 70000 people. It is a satellite city of Kitakyushu City. The place name of Xingqiao comes from the "xing" of the old village before the merger and the "bridge" of the old bridge village ". During the Edo period, this area was the post station of Zhongjin Street connecting Xiaocang City and Zhongjin City, and it was also the township that supported Xiaocang Fan through the water transportation of Changxia River. The plot is located opposite to the old bank bridge branch (now the red brick hall of the bank) designed and built by architect chenye jinwu. it is the site of the residence of the master of the wooden wax merchant baigu generation, cypress kamabalang, and is located on the border of the two villages, on the side of the bridge on the right bank of changxia river. This facility is a comprehensive facility based on the municipal library, incorporating a civic cultural activity function and a childcare support function. It uses the appeal of the library as a starting point for the vitality of the downtown neighborhood, while at the same time co-existing two distinct atmospheres of "lively" and "quiet.
Internal design uses the structure itself as a design element. The non-colored interior decoration shows the surface of the structure, showing the brilliance of the Changxia River flowing through the entire building as a floor pattern, and adding embellishment colors around the elevator, adding coherence to the four-story space. The building consists of four floors, with the lower and upper floors formed in a segmented and twisted manner. The twisted blocks are designed to adapt to the irregular shape of the land, while also accumulating future design ideas in historical context. The lower level is right opposite the red brick pavilion, respecting the historical connection of the two plots. At the same time, it is in line with the blocks of the old bridge village behind the red brick pavilion to welcome citizens and bring new vitality to the city. The upper floor faces Changxiachuan, echoing the street view of the old village on the opposite bank that can be seen from the upper floor.
